KZF Helps New Richmond Win $13.4M from Ohio Appalachian Community Grant Program

Ohio’s Ohio Governor Mike DeWine has announced $152M is being awarded to communities in 12 counties to transform Ohio’s Appalachian waterfronts. Funded projects through the Appalachian Community Grant Program (ACGP), projects include enhancements to outdoor infrastructure, revitalizing downtown areas and streetscapes, and constructing boat ramps, docks, and parks. These development projects aim to expand access to local waterways, rejuvenate historic riverfront downtown areas, generate tourism, and recreational and economic development opportunities.

KZF Design assisted the Village of New Richmond as they pursued funding through the ACGP initiative.

Approximately $13,400,000 has been awarded to the Liberty Landing Riverfront Redevelopment in New Richmond. This project will create riverfront space for community-centric recreation in the area. Improvements include construction of a river marina, a trail connecting to waterfront access, amphitheater, boat ramp, a natural landscape terrace and sidewalk, and linking to the U.S. 52 bike trail. The village does not need to provide a local funding to participate in the Appalachian Community Grant Program.

KZF Design’s planners worked with the Village of New Richmond in 2023 to develop a Riverfront Master Plan to establish the riverfront as a destination, a plan which will reinvigorate Front Street, attracting a variety of events and activities. Working with key stakeholders, the KZF team facilitated visioning sessions and community engagement. Preliminary concept designs included GIS base mapping, site plan development, concept graphics, and 3D renderings.

Following the Master Planning exercise, KZF is currently leading the project into the Schematic Design phase including geotechnical and utility explorations, ecological survey, cost estimating, and project phasing. Revised site plans, concept designs, and 3D models have been developed to address riverfront design parameters, USACE and environmental permitting considerations, providing accessibility, and meeting New Richmond’s aspirations for Liberty Landing.

New Richmond’s motto is “preserving our past, planning our future”. That spirit is at the core of the Liberty Landing Redevelopment and has inspired KZF’s designers and planners every step of the way. Details are still coming together on next steps including construction start and end dates.
